In the same skillet, melt the butter. Add the onions and garlic and cook over medium heat 2-3 minutes or until softened. Sprinkle the flour over the onion mixture and stir to combine. Cook 1-2 minutes, then slowly whisk in the chicken broth and milk to avoid creating lumps. Continue whisking constantly 3-5 minutes or until the mixture thickens. Remove from heat.
4 To assemble the casserole, arrange half of the potatoes in an even layer on the bottom of the casserole dish. Spoon half of the meat evenly on top of the potatoes. Spoon half of the sauce evenly on top of the meat, followed by sprinkling half of the cheese on top of the sauce. Repeat the layers of potatoes, meat, sauce, and cheese using the remaining half. Sprinkle the breadcrumbs evenly on top.
5 Cover the dish with aluminum foil and bake for 40 minutes. Remove the foil, then bake another 10 minutes or until the dish is bubbling around the edges and the top is golden brown. Remove from the oven and let rest for 5 minutes before serving.
