In a large mixing bowl, add beef and season with salt and pepper. Add flour and toss to coat evenly. Set aside.
In a very large cookpot or Dutch oven, fry the bacon over medium-high heat. When cooked, use a slotted spoon to remove the bacon and set aside, leaving the drippings in the pot.
Working in batches, place the flour-coated beef into the pot and brown on all sides. Transfer the cooked beef to a plate while working on the next batch.
Add the onions to the pot and cook 10 minutes or until slightly browned, adding more oil if needed. Add garlic and cook for one minute.
Add the Guinness to the pot to deglaze the bottom, then bring to a boil for 2 minutes. Add potatoes, carrots, celery, and parsnip and mix well.
Return the bacon and beef to the pot. Add in all remaining ingredients and stir to combine.
Bring mixture to a boil, then reduce heat to Low and cover. Simmer for 2 hours, stirring occasionally. Season with salt and pepper to taste.
