This dish is very similar in look and taste as a popular Hamburger Helper meal, but better because of the fresh ingredients used.

Cook pasta according to package directions and drain well. Set aside.
In a large skillet, heat olive oil over medium-high heat. Add ground beef and cook until browned, breaking it into small pieces as it cooks. Remove beef from skillet and drain most of the grease, leaving a small amount.
Add onion to the skillet and cook for 2-3 minutes, stirring frequently. Add garlic and continue stirring until fragrant, about 1 minute.
Whisk in flour until lightly browned, about 1 minute. Gradually whisk in beef broth until combined. Add marinara sauce, Italian seasoning, parsley, oregano, and paprika and stir until combined.
Bring mixture to a boil, then reduce heat and simmer, stirring occasionally, 6-8 minutes or until mixture is reduced and thickened slightly.
Add beef back to the skillet, and stir in cooked pasta until well mixed.
Stir in heavy cream until well blended and heated through, 2-3 minutes. Check for taste and add salt and pepper as needed.
Add sour cream and stir until well blended. Add cheese and stir until melted, about 1-2 minutes.
